That is Omar Souleyman. Hailing from Syria, he has made somewhat of an international name for himself by fusing the folk music of his nation with a pop sensibility. He seems to emit a sort of hip-hop star personality on stage, spreading his arms wide as if in acknowledgment of his awesomeness. And, awesome his most recent double LP is.
